			<content:encoded><![CDATA[<p>Here&#8217;s an interesting piece we found in the<a href="http://www.nytimes.com/2011/03/04/opinion/04holmes.html?ref=opinion"> New York Times by Anna Holmes </a>about Charlie Sheen and how people in the press seem to be glossing over his  history of violence against women: </p>
<blockquote><p>    Even now — after Mr. Sheen began carpet-bombing his bosses in radio rants, prompting CBS to shut down production on the show — observers still seem more entertained than outraged, tuning in to see him appear on every talk show on the planet and coming up with creative Internet memes based on his most colorful statements. And while his self-abuses are endlessly discussed, his abuse of women is barely broached.</p>
<p>    Our inertia is not for lack of evidence. In 1990, he accidentally shot his fiancée at the time, the actress Kelly Preston, in the arm. (The engagement ended soon after.) In 1994 he was sued by a college student who alleged that he struck her in the head after she declined to have sex with him. (The case was settled out of court.) Two years later, a sex film actress, Brittany Ashland, said she had been thrown to the floor of Mr. Sheen’s Los Angeles house during a fight. (He pleaded no contest and paid a fine.)</p></blockquote>

<p>NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH, 2010</p>
<p>BY THE PRESIDENT OF THE UNITED STATES OF AMERICA</p>
<p>A PROCLAMATION</p>
<p>In the 16 years since the passage of the Violence Against Women Act (VAWA), we have broken the silence surrounding domestic violence to reach thousands of survivors, prevent countless incidences of abuse, and save untold numbers of lives.  While these are critical achievements, domestic violence remains a devastating public health crisis when one in four women will be physically or sexually assaulted by a partner at some point in her lifetime.  During Domestic Violence Awareness Month, we recognize the tremendous progress made in reducing domestic violence, and we recommit to making everyone&#8217;s home a safe place for them.</p>
<p>My Administration is committed to reducing the prevalence of domestic violence.  Last year, I appointed the first-ever White House Advisor on Violence Against Women to collaborate with the many Federal agencies working together to end domestic violence in this country.  Together with community efforts, these Federal programs are making important strides towards eliminating abuse.</p>
<p>The landmark Affordable Care Act also serves as a lifeline for domestic violence victims.  Before I signed this legislation in March, insurance companies in eight States and the District of Columbia were able to classify domestic violence as a pre existing condition, leaving victims at risk of not receiving vital treatment when they are most vulnerable.  Now, victims need not fear the additional burden of increased medical bills as they attempt to protect themselves and rebuild their lives.</p>
<p>Individuals of every race, gender, and background face domestic violence, but some communities are disproportionately affected.  In order to combat the prevalence of domestic violence and sexual assault in tribal areas, I signed the Tribal Law and Order Act to strengthen tribal law enforcement and its ability to prosecute and fight crime more effectively.  This important legislation will also help survivors of domestic violence get the medical attention, services, support, and justice they need.</p>
<p>Children exposed to domestic violence, whether victims or witnesses, also need our help.  Without intervention, they are at higher risk for failure in school, emotional disorders, substance abuse, and perpetrating violent behavior later in life.  That is why my Administration has launched the &#8220;Defending Childhood&#8221; initiative at the Department of Justice to revitalize prevention, intervention, and response systems for children exposed to violence.  The Department of Health and Human Services is also expanding services and enhancing community responses for children exposed to violence.</p>
<p>Ending domestic violence requires a collaborative effort involving every part of our society.  Our law enforcement and justice system must work to hold offenders accountable and to protect victims and their children.  Business, faith, and community leaders, as well as educators, health care providers, and human service professionals, also have a role to play in communicating that domestic violence is always unacceptable.  As a Nation, we must endeavor to protect survivors, bring offenders to justice, and change attitudes that support such violence.  I encourage victims, their loved ones, and concerned citizens to call the National Domestic Violence Hotline at 1 800-799-SAFE or visit:  www.TheHotline.org.</p>
<p>This month &#8212; and throughout the year &#8212; let each of us resolve to be vigilant in recognizing and combating domestic violence in our communities, and let us build a culture of safety and support for all those affected.</p>
<p>NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 2010 as National Domestic Violence Awareness Month.  I call on all Americans to speak out against domestic violence and support local efforts to assist victims of these crimes in finding the help and healing they need.</p>

<p>Here are some items in the news we are watching:.   </p>
<p>As the recession continues to hurt the social services sector,  the state of California has come up with a creative way to fill some of the funding gaps.  From the <em><a href="http://www.mercurynews.com/news/ci_15902679?nclick_check=1">San Jose Mercury</a></em>:</p>
<blockquote><p>SACRAMENTO, Calif.—Counties could raise fees on marriage licenses by up to $10 to fund domestic violence shelters under a bill sent to Gov. Arnold Schwarzenegger by the state Senate.</p>
<p>Counties already collect a $23 fee on marriage licenses to fund domestic violence shelters. The bill approved Thursday lets county supervisors increase the fee to $33. </p>
</blockquote>
<p>Alarming statistics about prison sexual abuse in America <a href="http://www.shortnews.com/start.cfm?id=85251">were recently released</a>:</p>
<blockquote><p>
A US Justice Department study reported Thursday that, from October 2008 to December 2009, 88,500 inmates nationwide were sexually assaulted behind bars&#8211;4.4% of inmates in prison and 3.1% of inmates in jail.</p>
<p>The study showed that Females are twice as likely to be victimized as males, and that 13% of women and 19% of men were victimized in the first 24 hours after being admitted to a correctional facility.</p></blockquote>
<p>A new study suggests that child abuse rates in the U.S. are on the decline.<br />
<a href="http://wellness.blogs.time.com/2010/08/24/is-child-abuse-on-the-decline/">From Time Wellness Blog: </a></p>
<blockquote><p>The number of maltreated children in the U.S. has fallen steadily in the last two decades, according to a report this week from the Crimes Against Children Research Center at the University of New Hampshire.</p>
<p>Overall, physical-abuse cases per capita fell 3% between and 2007 and 2008 (the most recent year for which stats are available). Meanwhile sexual abuse fell by 6%, the report says. These figures continue long-term downward trends in the rate of physical and sexual abuse nationwide &#8212; with most states reporting cumulative drops of over 50% since 1992 &#8212; although neglect cases per capita seem to have remained fairly stable.

			<content:encoded><![CDATA[<p>Here&#8217;s an interesting article we found on the <a href="http://www.care2.com/causes/animal-welfare/blog/the-link-new-mexico-recognizes-connection-between-domestic-violence-and-animal-abuse/">Care2.com</a> website about the state of New Mexico recognizing the realtionship between animal abuse and domestic violence:</p>
<blockquote><p>Referred to as “The Link,” groups are now trying to understand and call attention to the relationship between abusing animals and violence in homes in hopes that these efforts will create an opportunity for prevention and protection for animals.</p>
<p>Nationwide studies have shown that, “up to 71 percent of women (with companion animals) entering women’s shelters reported that their batterer had injured, maimed, killed or threatened their animals for revenge or to psychologically control them.”</p>
<p>Lawmakers in New Mexico have responded to this problem in their state with the passage of a joint memorial in the last legislative session, which will make February 10 New Mexico Link Awareness Day.  </p></blockquote>

And despite various educational campaigns encouraging witnesses to intervene, most people still see relationship abuse as the couple’s problem, not theirs.</p>
<p>Linda Dunphy, executive director of an Arlington, VA, organization called Doorways for Women and Families, wrote in The Washington Post late last year that calls to her office concerning domestic violence had jumped 56 percent from the year before. Some of the situations might have been prevented, she said, had a neighbor, friend, or family member offered help in some fashion. </p></blockquote>

<blockquote><p>Senator Jeanne Shaheen (D-NH) reprimanded her colleagues in a floor speech Thursday for their two-month-long hold on the confirmation of Judge Susan Carbon as the Director of the Department of Justice&#8217;s Office of Violence Against Women (OVW). President Barack Obama first nominated Carbon to be director of the OVW in October 2009, according to the Boston Globe. The Senate Judiciary Committee unanimously voted for Carbon&#8217;s confirmation on December 3. She was eventually confirmed last Thursday.</p>
<p>During her speech on the Senate floor, Shaheen said, &#8220;Every two minutes someone in this country is a victim of sexual violence. Every 52 seconds a woman is victimized by a spouse or partner. These crimes devastate victim&#8217;s lives. They shatter families&#8230;These Senators cloaked in anonymity were not punishing Attorney General Holder by blocking Susan Carbon&#8217;s confirmation. These Senators were punishing the victims of domestic and sexual violence in states across this country&#8230;the police officers who put their lives at risk every day when they enter homes plagued by domestic violence&#8230;[and] the community groups that are working to prevent domestic and sexual violence.&#8221;</p></blockquote>

			<content:encoded><![CDATA[<p>From the <a href="http://news.bbc.co.uk/2/hi/uk_news/scotland/8516387.stm">BBC</a>, comes the disheartening results from a study of school children in Scotland:</p>
<blockquote><p>A study of schoolchildren has found that most of those questioned thought violence towards women was acceptable if there was a reason behind it.</p>
<p>The majority of the pupils said it was justified if the woman had an affair, or if she was late in making the tea.</p>
<p>The study by a researcher from Edinburgh Napier University also suggested that girls expect to curtail ambitions once they are married.</p>
<p>The research involved 89 primary seven children at five Glasgow primaries.</p>
<p>The 11 and 12-year-olds were questioned in depth about their attitudes and aspirations towards gender roles and behaviour. </p></blockquote>

<blockquote><p>The White House’s Commitment to Combating Violence Against Women</p>

<p>For six months now, I have held the first-ever White House position dedicated to combating violence and sexual assault against women and continuing the important work of the Violence Against Women Act (VAWA). Every morning when I’ve walked into the White House, I’ve brought with me the stories of the many survivors I have worked with over the years.  I’ve focused on raising the profile of violence against women issues across Federal Agencies, states, tribal communities, and localities; coordinating interagency collaboration on these issues; implementing victim assistance programs; and integrating these issues into Administration- wide programs such as the White House Fatherhood Initiative, the White House Council on Women and Girls, HUD’s fight against homelessness, and the Justice Department’s recent effort to better combat disproportionate violence in tribal communities.  </p>
<p>Yesterday, I met with a group of 16 leaders of organizations that combat violence against women, provide resources for women who face domestic violence and sexual assault, and advocate for victims. During this meeting, I shared with these leaders the same information I am sharing with you &#8212; information on how the White House, through the President’s FY 2011 budget, is making combating violence against women a real priority.</p>
<p>Violence Against Women Act as a Budget Priority</p>
<p>The FY 2011 budget will provide a record total of $730 million to combat violence against women &#8212; a $130.5 million increase in funding from the previous fiscal year.  The VAWA, passed in 1994, already provides thousands of victims with life-saving services, improvements in the criminal justice system and increased public awareness. The President’s FY 2011 budget not only continues this strong response, but bolsters current funding and responds to the emerging needs of communities.</p>
<p>Crime Victims Fund</p>
<p>The budget provides a $100 million increase from the Crime Victims Fund, specifically for emergency shelter, transitional housing, and other local services for domestic violence and sexual assault victims. By focusing on both immediate safety and long-term housing assistance, we can help ensure that victims don’t have to choose between living with abuse or becoming homeless. Furthermore, the Crime Victims Fund does not consist of a single taxpayer dollar; it is self-sustaining and supported by criminal fines, forfeited bail bonds, and penalties for Federal offenders. In addition to a fund increase from the Crime Victims Fund, the FY 2011 budget provides $140 million for battered women’s shelters and services, an increase of $10 million from the previous fiscal year.</p>
<p>Victim Resources and Legal Support</p>
<p>The $730 million also provides vital funding for victim resources. The National Domestic Violence Hotline and Teen Dating Violence Helpline are receiving increased funding of $4.5 million to ensure every call is answered. The budget also provides $30 million in VAWA funding for victims of sexual assault &#8212; a $15 million increase from the previous year &#8212; which will be utilized by the Sexual Assault Services Program to provide crisis intervention, advocacy within the criminal justice system, support during forensic exams, and other related assistance.</p>
<p>The FY 2011 budget bolsters legal support for domestic violence and sexual assault victims by providing $50 million in VAWA funding for legal assistance for victims, a $9 million increase from the previous year. The Civil Legal Assistance Program will use this funding to help victims more easily obtain protective orders and other assistance available through the court system.</p>
<p>To build upon the above improvements in the criminal justice system, the budget also provides $188 million in STOP grants that provide better training, improved data collection, specialized law enforcement and prosecution units, and courts specialized for domestic violence and sexual assault cases.</p>
<p>Support Across the Board</p>
<p>Ending domestic violence and sexual assault is a priority for President Obama and Vice President Biden. I’ve written about numerous fund increases and initiatives that are testaments to this fact. In my meeting yesterday, the White House’s commitment to violence against women issues was clear &#8212; we are increasing support for women across the board.</p></blockquote>

The Purpose of Teen Dating Violence Awareness Month</p>
<p>The repercussions of teen dating violence are impossible to ignore &#8211; the issue affects not just youth but their families, schools and communities as well. Teen Dating Violence Awareness Month (TDVAM) brings national focus to the issue of teen dating violence, highlights the need to educate our youth about healthy relationships, raises awareness among those who care for them and provides communities with a critical opportunity to work together to prevent this devastating cycle of abuse.<br />
The History of TDVAM</p>
<p>The Teen Dating Violence Awareness and Prevention Initiative was spearheaded by teenagers across the nation who chose to take a stand and put a stop to teen dating violence. In 2005, the importance of addressing teen dating violence was highlighted by its inclusion in the reauthorization of the Violence Against Women Act.</p>
<p>Now supported by dozens of national, state and local organizations, the call to end teen dating violence was formally recognized by Congress in 2006. At that time, both Houses of Congress declared the first full week in February &#8220;National Teen Dating Violence Awareness and Prevention Week.&#8221;</p>
<p>For the first time this year, our leaders in Congress are dedicating an entire month to teen dating violence awareness and prevention. To celebrate, we are calling upon government representatives and agencies, public officials, advocates, service providers, schools, parents and youth to take part in programs and activities that promote awareness and prevention of teen dating violence.</p>
