<p>Here are some items in the news we are watching:.   </p>
<p>As the recession continues to hurt the social services sector,  the state of California has come up with a creative way to fill some of the funding gaps.  From the <em><a href="http://www.mercurynews.com/news/ci_15902679?nclick_check=1">San Jose Mercury</a></em>:</p>
<blockquote><p>SACRAMENTO, Calif.—Counties could raise fees on marriage licenses by up to $10 to fund domestic violence shelters under a bill sent to Gov. Arnold Schwarzenegger by the state Senate.</p>
<p>Counties already collect a $23 fee on marriage licenses to fund domestic violence shelters. The bill approved Thursday lets county supervisors increase the fee to $33. </p>
</blockquote>
<p>Alarming statistics about prison sexual abuse in America <a href="http://www.shortnews.com/start.cfm?id=85251">were recently released</a>:</p>
<blockquote><p>
A US Justice Department study reported Thursday that, from October 2008 to December 2009, 88,500 inmates nationwide were sexually assaulted behind bars&#8211;4.4% of inmates in prison and 3.1% of inmates in jail.</p>
<p>The study showed that Females are twice as likely to be victimized as males, and that 13% of women and 19% of men were victimized in the first 24 hours after being admitted to a correctional facility.</p></blockquote>
<p>A new study suggests that child abuse rates in the U.S. are on the decline.<br />
<a href="http://wellness.blogs.time.com/2010/08/24/is-child-abuse-on-the-decline/">From Time Wellness Blog: </a></p>
<blockquote><p>The number of maltreated children in the U.S. has fallen steadily in the last two decades, according to a report this week from the Crimes Against Children Research Center at the University of New Hampshire.</p>
<p>Overall, physical-abuse cases per capita fell 3% between and 2007 and 2008 (the most recent year for which stats are available). Meanwhile sexual abuse fell by 6%, the report says. These figures continue long-term downward trends in the rate of physical and sexual abuse nationwide &#8212; with most states reporting cumulative drops of over 50% since 1992 &#8212; although neglect cases per capita seem to have remained fairly stable.

			<content:encoded><![CDATA[<p>We found this story via  <a href="http://www.care2.com/causes/womens-rights/blog/not-raped-unless-the-police-say-you-were/">Care2.Com a</a>bout a Washington , DC sexual assault survivor who was denied use of a rape kit by both the hospital and police.   </p>
<blockquote><p>For years women who have been sexually assaulted have had to deal with people who believe that is they didn&#8217;t say no, then a rape did not really happen.  Usually, due to drinking, drugs, or other influences a woman who finds herself unable to say no is unable to consent as well, something society is now much more likely to consider rape.</p>
<p>But in Washington D.C, the same argument &#8212; that a woman couldn&#8217;t consent so the sex was an assault, is being used to block one means for documenting and prosecuting her attacker.</p></blockquote>

			<content:encoded><![CDATA[<p>We have previously <a href="http://blog.intermedia-inc.com/update-sexual-assault-on-campus/">posted</a> about the<a href="http://blog.intermedia-inc.com/new-report-about-sexual-assault-on-campus/"> inadequacies</a> of many college and university justice systems when it comes to the issue of sexual assault.</p>
<p>We found this very interesting <a href="http://www.washingtonpost.com/wp-dyn/content/article/2010/03/12/AR2010031201792_pf.html">article</a> by Jaclyn Friedman, who talks about the issue and recounts her personal experience as a sexual assault survivor:</p>
<blockquote><p>I&#8217;d heard horror stories about victims being grilled in excruciating detail about their sexual histories, as if anything a woman may have done in her past made her fair game to be raped in the present. But I got lucky on that front: My assailant agreed to plead no contest to the charges if I agreed to hear him out. So I spent a dark hour and a half in a dean&#8217;s office, barely breathing while the guy who&#8217;d violated me wept about his family history of alcoholism. A few days later, the dean of students called me to say that the guy had been expelled for a year (the amount of time I had left at school) but that I mustn&#8217;t speak of the case &#8212; or the punishment &#8212; to anybody.</p>
<p>Grateful that I would no longer have to see my attacker around campus, I didn&#8217;t think to question the sentence or the muzzle at the time. But as I began to heal, I encountered survivors of on-campus sexual violence who had been taken even less seriously than I had by the system. Gag order or no, I began to speak out about my experience and advocate for change. And then, without warning, my assailant reappeared on campus, turning my last semester into a haze of fear, hiding and post-traumatic stress. </p></blockquote>

			<content:encoded><![CDATA[<p>Related to a previous post about <a href="http://blog.intermedia-inc.com/michelle-obama-and-childhood-obesity/">Michelle Obama&#8217;s effort to combat childhood obesity</a>, we found this interesting <a href="http://www.time.com/time/printout/0,8816,1951240,00.html">article published by <strong><em>Time</em></strong><em></a> that discusses  the links between childhood sexual abuse and trauma to eating disorders and obesity</p>
<blockquote><p>In recent years, studies by both Felitti and others have largely confirmed the association between sexual abuse — as well as other types of traumatic childhood experience — and eating disorders or obesity. A 2007 study of more than 11,000 California women found that those who had been abused as children were 27% more likely to be obese as adults, compared with those who had not, after adjusting for other factors. A 2009 study of more than 15,000 adolescents found that sexual abuse in childhood raised the risk of obesity 66% in males in adulthood. That study found no such effect in women, but did find a higher risk of eating disorders in sexually abused girls.</p>
<p>Discoveries by Felitti and colleagues have also helped give rise to broader work linking stressful experiences early in life — as early as in the womb — to effects on health and behavior later on, such as an increased risk of heart disease or becoming addicted to drugs. Scientists are finding that such effects are not only long-lasting, but can even be inherited by future generations.</p></blockquote>

			<content:encoded><![CDATA[<p>Here&#8217;s an interesting story we found at the <a href="http://www.nsvrc.org/news/news-field/2230">National Sexual Violence Resource Center&#8217;s website</a> about a Norwegian study of rape survivors and childbirth:</p>

Women who have been raped have much more difficulty in childbirth than their peers who have never suffered sexual abuse or violence, a new study shows.</p>
<p> &#8220;The challenging part seems to be in the second stage, when the baby is to descend and the woman should start pushing,&#8221; Dr Lotte Halvorsen of the University Hospital of North Norway, who helped conduct the study, told Reuters Health in an email.</p>
<p> &#8220;A possible explanation may be that the physical pain when the baby is descending activates flashbacks of the rape, and the resistance to the traumatic experience,&#8221; the researcher said.</p>
<p>Based on the findings, she adds, doctors, midwives and nurses helping women in labour and delivery need to know if that woman has a history of rape, so that they can assist her during labour without re-traumatising her. &#8220;A previous rape is a shameful, and therefore often a silent and unprocessed, negative experience in life that women do not bring up themselves,&#8221; she added.</p></blockquote>

			<content:encoded><![CDATA[<p>We previously had some <a href="http://blog.intermedia-inc.com/rape-kits/">entries</a> about backlogs of untested <a href="http://blog.intermedia-inc.com/update-rape-kit-backlog/">rape kits.</a>  It turns out that Senator Patrick Leahey, (D) Vermont, recently held a hearing on this issue:</p>
<blockquote><p>The Senate Committee on the Judiciary held a hearing yesterday on the national rape kit backlog, the reauthorization of the Debbie Smith Act, and current legislation introduced in the Senate that is intended to incentivize the processing of rape kits. hearing</p>
<p>Committee Chair Senator Patrick Leahy (D-VT) said in his statement, &#8220;No matter how much money we send to crime labs for testing, if samples that could help make cases instead sit on the shelf in police evidence rooms and never make it to the lab, that money will do no good. Police officers must understand the importance of testing this vital evidence and must learn when testing is appropriate and necessary&#8230;there must be national standards, protocols, and best practices giving clear guidance to police officers about when kits and other relevant DNA samples must go to labs. Every jurisdiction must have real incentives to provide comprehensive training and put into place these standards for the officers who handle DNA evidence.&#8221;
