<p>NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH, 2010</p>
<p>BY THE PRESIDENT OF THE UNITED STATES OF AMERICA</p>
<p>A PROCLAMATION</p>
<p>In the 16 years since the passage of the Violence Against Women Act (VAWA), we have broken the silence surrounding domestic violence to reach thousands of survivors, prevent countless incidences of abuse, and save untold numbers of lives.  While these are critical achievements, domestic violence remains a devastating public health crisis when one in four women will be physically or sexually assaulted by a partner at some point in her lifetime.  During Domestic Violence Awareness Month, we recognize the tremendous progress made in reducing domestic violence, and we recommit to making everyone&#8217;s home a safe place for them.</p>
<p>My Administration is committed to reducing the prevalence of domestic violence.  Last year, I appointed the first-ever White House Advisor on Violence Against Women to collaborate with the many Federal agencies working together to end domestic violence in this country.  Together with community efforts, these Federal programs are making important strides towards eliminating abuse.</p>
<p>The landmark Affordable Care Act also serves as a lifeline for domestic violence victims.  Before I signed this legislation in March, insurance companies in eight States and the District of Columbia were able to classify domestic violence as a pre existing condition, leaving victims at risk of not receiving vital treatment when they are most vulnerable.  Now, victims need not fear the additional burden of increased medical bills as they attempt to protect themselves and rebuild their lives.</p>
<p>Individuals of every race, gender, and background face domestic violence, but some communities are disproportionately affected.  In order to combat the prevalence of domestic violence and sexual assault in tribal areas, I signed the Tribal Law and Order Act to strengthen tribal law enforcement and its ability to prosecute and fight crime more effectively.  This important legislation will also help survivors of domestic violence get the medical attention, services, support, and justice they need.</p>
<p>Children exposed to domestic violence, whether victims or witnesses, also need our help.  Without intervention, they are at higher risk for failure in school, emotional disorders, substance abuse, and perpetrating violent behavior later in life.  That is why my Administration has launched the &#8220;Defending Childhood&#8221; initiative at the Department of Justice to revitalize prevention, intervention, and response systems for children exposed to violence.  The Department of Health and Human Services is also expanding services and enhancing community responses for children exposed to violence.</p>
<p>Ending domestic violence requires a collaborative effort involving every part of our society.  Our law enforcement and justice system must work to hold offenders accountable and to protect victims and their children.  Business, faith, and community leaders, as well as educators, health care providers, and human service professionals, also have a role to play in communicating that domestic violence is always unacceptable.  As a Nation, we must endeavor to protect survivors, bring offenders to justice, and change attitudes that support such violence.  I encourage victims, their loved ones, and concerned citizens to call the National Domestic Violence Hotline at 1 800-799-SAFE or visit:  www.TheHotline.org.</p>
<p>This month &#8212; and throughout the year &#8212; let each of us resolve to be vigilant in recognizing and combating domestic violence in our communities, and let us build a culture of safety and support for all those affected.</p>
<p>NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, by virtue of the authority vested in me by the Constitution and the laws of the United States, do hereby proclaim October 2010 as National Domestic Violence Awareness Month.  I call on all Americans to speak out against domestic violence and support local efforts to assist victims of these crimes in finding the help and healing they need.</p>

<blockquote><p>Overall, rates of reproductive coercion among family-planning-clinic patients are suprisingly high: about one in five women report their partner having attempted to coerce them into pregnancy. &#8220;What we&#8217;re seeing is that, in the larger scheme of violence against women and girls, it is another way to maintain control,&#8221; says Miller, who studied 1,300 female patients culled from five family-planning clinics in Northern California. &#8220;You have guys telling their partners, &#8216;I can do this because I&#8217;m in control&#8217; or &#8216;I want to know that I can have you forever.&#8217; &#8221; This may help explain previous findings of higher rates of unintended pregnancies in relationships with partner violence.</p></blockquote>

<blockquote><p>Violence against women is an unaddressed catastrophe in Haiti. Kay Fanm, a<br />
Haitian women&#8217;s rights organization, estimates that 72% of Haitian girls surveyed have been raped and at least 40% of women are victims of domestic violence. Human trafficking and sex tourism were thriving businesses the day before the earthquake. In the aftermath of the tsunami in Asia, many feared a potential increase in human trafficking and urged respective governments to remain vigilant. With limited government capacity in Haiti, we can only shudder at the potential havoc criminal profiteers could trigger there, with probable impunity.</p>
<p>Scores of international agencies have documented the particular consequences of disasters on women and children. Following the tsunami, the US Agency for International Development in 2006 issued data from various organizations on the link between humanitarian emergencies and increased exposure of women and children to sexual violence and exploitation. Disaster relief efforts also often fail to give attention to the basic needs of women, the report indicated, which further jeopardizes their lives and safety. </p></blockquote>

The U.S. House of Representatives and Senate have passed separate funding bills and now must reconcile their bills into one before sending it to the President.  The House passed a higher funding amount for Family Violence Prevention and Services Act (FVPSA) - which is the only federal funding dedicated to domestic violence services and shelters.</div>

<div>FVPSA is at the heart of our nation&#8217;s response to domestic violence, providing emergency, lifesaving services to victims and their children. When victims who face life-threatening abuse reach out for help, we must make sure they have the resources and support they need to be safe and secure.  Yet, during the economic downturn many domestic violence programs are struggling to meet the increased demand for life-saving services as their budgets are shrinking.  FVPSA funding is needed now more than ever!</div>

<div>Both the House of Representatives and the Senate have included funding for FVPSA in their Appropriations (funding) bills and now these two bills need to be combined into one bill for the President to sign.  The House has requested more funding than the Senate and it is vital we secure the House&#8217;s funding amount in the final bill!</div>
<div>Earlier this year the House and Senate both passed separate Appropriations bills.  Critical decisions are being made now as the two bills are being combined into the final bill for the President to sign.</div>
<ul>
<li> FVPSA is currently authorized at $175 million but only received $127.7 million in fiscal year 2009.</li>
<li> For fiscal year 2010, the Senate requested $127.7 million in funding for FVPSA, (the same level as fiscal year 2009) while the House of Representatives requested an increased level of $133.7 million!</li>
<li> Recognizing the need for specific services for children, Congress determined that once FVPSA funding reached $130 million, a portion of funding over $130 million will be dedicated to programs serving children.</li>
<li> Since the existing funding does not meet the need for emergency services and does not provide specific support resources for specialized children&#8217;s services, it is critical that the Senate agree to the House approved funding of $133.7 million.</li>
</ul>
<div><strong> Facts on FVPSA</strong></div>
<ul>
<li> To respond to the needs of victims of domestic violence, there are approximately 2,000 community based domestic violence programs serving approximately 300,000 victims and their children every year.</li>
<li> FVPSA is effective &#8211; the domestic violence shelters and programs it funds address both the urgent and long-term needs of victims of violence and help victims protect themselves and their children.</li>
<li> Despite FVPSA&#8217;s successes there is still a large gap between demand for services and adequate resources &#8211; on just one day in 2008, 60,799 victims received services from domestic violence programs while 8,927 requests for services went unmet due to a lack of resources.</li>

			<content:encoded><![CDATA[<p>In England, there is a proposal by police chiefs to to create a registry of repeat domestic violence offenders.  In theory, women would be able to check the list to make sure any potential partners didn&#8217;t have a history of domestic violence offenses. </p>
<p>From <a href="http://www.telegraph.co.uk/news/newstopics/politics/lawandorder/6582192/Police-want-women-to-know-if-their-partner-has-violent-past.html">The Telegraph</a>:</p>
<blockquote><p>The move would be backed up by a second proposal from The Association of Chief Police Officers (Acpo) to set up a register for up to 25,000 serial wife-beaters where they would have to keep police up to date with their movements and activities.</p>
<p>It would be similar to the sex offenders register although a requirement to sign it would be at the discretion of a court rather than automatic. </p></blockquote>
<p>We&#8217;ll keep an eye on this story and let you know if the proposal moves forward.</p>

<blockquote><p>Women’s groups, including National Domestic Violence Hotline CEO Sheryl Cates, gathered at Vice President Joe Biden’s home Tuesday night to toast the 15th anniversary of landmark legislation aimed at eliminating violence against women.</p>
<p>“You’ve helped so many women step out of the darkness. You’ve helped so many young girls expect a different future, expect different treatment,” Biden said as he commemorated the 1994 Violence Against Women Act. “This is a day to celebrate. We have so much to be proud of.”</p>
<p>In addition to the National Domestic Violence Hotline, The National Women’s Law Center, FaithTrust Institute, National Network to End Domestic Violence and American Association of University Women were among the groups invited to the vice president’s residence, located on the grounds of the U.S. Naval Observatory in northwest Washington.</p></blockquote>

Washington, DC – Vice President Biden, the author of the landmark Violence Against Women Act, announced today the appointment of Lynn Rosenthal as the new White House Advisor on Violence Against Women. Ms. Rosenthal is one of the nation’s foremost experts in domestic violence policy, and has worked at the local, state and national levels to create an environment where violence against women is not ignored and perpetrators are held accountable. This is a newly created position at the White House, dedicated specifically to advising the President and Vice President on domestic violence and sexual assault issues.</p>
<p>&#8220;My proudest legislative achievement in the Senate was passing the Violence Against Women Act. We’ve made great strides since its passage – shining a light on an all too silent issue and reducing violence against women in significant numbers. But we have to do more,&#8221; said Vice President Biden. &#8220;That’s why we’re here today – to do more. It’s an honor to announce the first ever White House Advisor on Violence Against Women, Lynn Rosenthal. Lynn is passionate about these issues and knows them backwards and forwards. And as a former director of a shelter, she’s also seen the human face of this tragic problem. She will be a leader in this White House in stopping the violence and sexual assault of women and will be an integral part of this Administration.&#8221;</p>
<p>&#8220;Lynn Rosenthal has been a life-long advocate for women and she has been a real leader in developing effective policies to combat domestic violence,&#8221; said Valerie Jarrett, Senior Advisor and Assistant to the President for Intergovernmental Relations and Public Engagement. &#8220;She will be a tremendous asset to the President, Vice President and the entire Administration as we continue the battle against domestic violence and sexual assault.&#8221;</p></blockquote>

<blockquote><p>HOUSTON &#8212; Victims of sexual assault are getting bills, rejection letters and pushy calls from bill collectors while a state crime victims&#8217; fund sits full of cash, Local 2 Investigates reported Thursday.</p>
<p>&#8220;I&#8217;m the victim, and yet here I am. I&#8217;m asked to pay this bill and my credit&#8217;s going to get hurt,&#8221; said a single mom from Houston.</p>
<p>She received bills marked, &#8220;delinquent,&#8221; after she visited a hospital where police told her to have evidence gathered. Officers assured her she would not pay a dime for that rape kit to be handled.</p></blockquote>
